Background
The Erie County Department for the Aging (ECDFA) is seeking proposals for a Trauma-Informed Care Training and Organizational Implementation Initiative. This initiative aims to enhance the capacity of aging services to provide trauma-informed, culturally responsive, and resilient services to older adults and caregivers.
The ECDFA administers programs funded through the Older Americans Act, New York State Office for the Aging, and local resources. It collaborates with nonprofit organizations that offer various services including case management, caregiver support, nutrition services, transportation, community wellness programs, and outreach initiatives.
Work Details
The selected organization will design and implement a comprehensive trauma-informed staff development program that includes:
- Trauma-informed care training
- Assessment and evaluation of the department's readiness
- Leadership staff development
- Coaching and consultations
- Professional certification of training completion with digital badges
- Development of internal staff specialists to sustain trauma-informed practices.
The training will target three groups: leadership staff (including department leadership and program directors), supervisory staff (program managers and supervisors), and frontline staff (case managers, care coordinators, outreach staff). The curriculum will cover foundational topics such as the impact of trauma, re-traumatization prevention strategies, trauma-informed supervision tools, and practical applications for frontline staff. Additionally, consultation methods will be provided to support implementation.
Period of Performance
The contract term is for one year commencing upon signing. The County may extend the agreement for an additional year at its discretion.
Place of Performance
Services will be performed throughout Erie County, New York.
Bidder Requirements
Proposers must provide proof of adequate insurance as per Schedule B requirements. Certified Minority Business Enterprise/Women's Business Enterprise (MBE/WBE) proposers should include their Erie County certification letter. Veteran Owned Businesses must include documentation indicating they are 51% or more veteran-owned. Service Disabled Veteran Owned Business (SDVOB) proposers should include their New York State certification letter. Proposals must comply with federal, state, and local laws regarding privacy practices.
