Description

The Contract is to provide all the necessary services, material, equipment, machinery, tools, labor, superintendence and any other means of construction necessary and incidental to the completion of work on the Buffalo Southern Railroad to perform the replacement of bridge deck timbers and approximately 250 feet of approach track work at each bridge approach including removal and replacement of select cross ties, gaging, raising, lining and surfacing track at four bridges:

  • MP 13.94 over Water Valley Eighteen Mile Creek
  • MP 15.85 over Eden 18 Mile Creek
  • MP 22.25 over Franklin Gulf
  • MP 32.90 over Cattaraugus Creek

All work shall be performed in accordance with the documents and specifications provided and referenced herewith.

There will be a pre-bid meeting on April 9th, 2025 at 10:00AM (EST). Interested parties should meet at Bridge MP 13.94 over Eighteen Mile Creek (6532 Stevens Road, Hamburg, NY 14075). While attendance is not required to submit a bid proposal, this will be the only opportunity for those interested to visit the project site. Attendees are required to bring their own PPE. Those without PPE will not be allowed access to view and inspect the project locations.

Background
The Erie County Industrial Development Agency is issuing a contract for track improvements to the Buffalo Southern Railroad Main Line. The mission of this project is to restore and rehabilitate bridges along the railroad, enhancing safety and operational efficiency. The goal is to replace bridge deck timbers and perform necessary track work between mileposts MP 2.70 in Buffalo, NY, and MP 32.90 in Gowanda, NY.

Work Details
The contract includes the following services and materials:
- Replacement of bridge deck timbers at four bridges: MP 13.94 over Water Valley Eighteen Mile Creek, MP 15.85 over Eden 18 Mile Creek, MP 22.25 over Franklin Gulf, and MP 32.90 over Cattaraugus Creek.
- Approximately 250 feet of approach track work at each bridge approach.
- Removal and replacement of select cross ties.
- Gaging, raising, lining, and surfacing track at the specified bridges.
- Unclassified excavation & disposal, survey operations, furnishing and placing ballast surfacing course, installing wood cross ties (7" x 9" x 8.5'), tie plates, rail anchors, bridge guard rail removal and resetting, as well as mobilization costs.

Period of Performance
The contract is expected to be completed on or before December 31, 2025.
