Town of Penfield Climate Action Plan Phase I

Background
The Town of Penfield, located in eastern Monroe County, is committed to conserving energy resources and engaging in sustainable practices that support climate resiliency. The Town has a history of implementing policies and system upgrades to lower energy consumption and promote environmental stewardship. This includes the installation of public Electric Vehicle (EV) charging stations, transitioning to LED streetlights, and establishing a solar photovoltaic array at its Department of Public Works complex.

The Town is now seeking a consultant or consultant team to develop Phase I of its Climate Action Plan (CAP), which aims to set goals for sustainability, reduce greenhouse gas emissions, and enhance community resilience.

Work Details
The consultant will be responsible for developing Phase I of the CAP, focusing on Town operations only. The work will include:
1) Developing a greenhouse gas emissions inventory report for Town operations;
2) Defining the Town's climate challenges;
3) Establishing climate action strategies and implementation plans;
4) Aligning with New York State Climate Smart Communities Certification Program action items;
5) Engaging the community through public informational meetings;
6) Preparing a draft and final CAP Phase I report;
7) Assisting with the formal adoption of the CAP by the Town Board.

The maximum contract amount for this phase is $100,000.

Period of Performance
The anticipated contract term for Phase I is twelve (12) months, commencing in December 2025 and concluding in December 2026.

Place of Performance
The services will be performed in Penfield, NY, specifically at locations relevant to the Town's operations.

Bidder Requirements
Consultants must demonstrate qualifications in climate action and sustainability services. There are no specific set-aside certifications required for this contract.
