Town of Berkshire George Smith Park Master Plan Development RFP

Background
The Town of Berkshire, located in Tioga County, NY, has been awarded an Appalachian Regional Commission READY Local Government grant to develop a master plan for George Smith Park. The goal of this contract is to conduct an overall assessment of the park and produce a comprehensive Master Plan that will guide its development, enhancing community and visitor use.

Work Details
The contracted firm will provide engineering and design services including:

1. Assessment Phase:
- Collaborate with the Berkshire Park Plan Steering Committee to assess current park usage and inventory existing infrastructure, safety, and accessibility.
- Identify inefficiencies and needed improvements in amenities.
- Assess under-utilized areas and activities.
- Develop public engagement strategies including at least two public meetings to gather community input on park improvements.
- Conduct site environmental screenings and investigations.
- Create a current conditions site map.

2. Research and Development:
- Research successful community park projects for inspiration.
- Propose new amenities and activities to increase usage, including unique play equipment for all age groups.

3. Park Development Concept Design:
- Develop a realistic concept design prioritizing short- and long-term projects based on cost and community needs.

4. Final Deliverables:
- A comprehensive Master Plan document including assessment methodology, current site maps, inventory summaries, public feedback outcomes, mission statement, vision, implementation strategies, renderings of potential projects, and supplemental marketing materials.

Period of Performance
The project is expected to be completed within 12 months from contract execution anticipated at the beginning of July 2025.
