Background
Erie County, New York, through its Department of Homeland Security & Emergency Services, is seeking proposals for the design, construction, implementation, testing, and commissioning of a countywide land mobile radio (LMR) system. This initiative aims to upgrade public safety communications systems to support all public safety agencies within the county. The resulting system, known as the Erie County Trunked Radio Network (ECTRN), will integrate with existing networks and ensure reliable communication across various agencies.
Work Details
The contractor will provide a turnkey solution that includes:
- Design and implementation of a UHF frequency band Project 25 Phase 2 trunked network.
- Integration with the Niagara County Motorola P25 Phase 1 core network.
- Development of multiple simulcast cells to support county operations and the City of Buffalo.
- Maintenance of existing fire paging systems during the transition.
- Installation of dispatch consoles (26 MCC7500 at Erie County Public Safety Campus and 18 MCC7500 at Erie County Backup).
- Comprehensive project management including planning, scheduling, risk management, and regular status reporting.
- Detailed design review activities covering equipment lists, site assessments, RF interference studies, and installation planning.
- Compliance with all local, state, and federal regulations throughout the project lifecycle.
Period of Performance
The contract term is for three years starting approximately July 30th, 2026, with an option for two additional one-year extensions.

Bidder Requirements
Proposers must demonstrate extensive experience in designing and implementing similar LMR systems. They should provide qualifications of key personnel assigned to the project and comply with insurance requirements as specified in the RFP.
