Background
The County of Erie, New York is seeking proposals from qualified public colleges, universities, or community colleges to provide Staff Training and Education services. The Erie County Department of Social Services (ECDSS) aims to enhance the professional competence and skills of its staff, which consists of approximately 1,400 employees. ECDSS is a trauma-informed organization committed to racial equity and effective service delivery to the citizens of Erie County.
Work Details
The selected vendor will provide in-service training for ECDSS staff through half-day to three-day courses on-site or off-site. Training programs must address specific staff deficiencies, increase skill and competence related to tasks performed by employees, prepare employees for upward mobility, assist local districts in implementing new programs, and enhance personal development. Key areas of training include:
- Wellness Programs focusing on mental health, self-care skills, stress management, and conflict management.
- Communication and Customer Service training for new staff to handle crisis situations effectively.
- Building Strength and Community workshops aimed at enhancing workplace engagement.
- Communication and Coaching Skills for Supervisors to improve team accountability.
- Technology and Computer Skills training to improve proficiency with necessary tools.
The expected implementation date for these services is January 1, 2027.
Period of Performance
The contract will be effective from January 1, 2027, with an initial term of one year and options for renewal based on performance and funding availability.
Place of Performance
Training will primarily take place at ECDSS facilities located at 95 Franklin Street, Buffalo, New York. Off-site training may also be conducted at locations provided by the vendor.
Bidder Requirements
Proposers must have experience in providing trauma-informed care training and demonstrate knowledge of the needs faced by the population served by ECDSS. Vendors are required to allocate sufficient resources for consumables related to training materials and technology support. Proposers must comply with Executive Order 13 regarding equal pay certification and disclose any conflicts of interest with County employees.
