Background
Erie County's Division of Information and Support Services (DISS) is seeking proposals for SAP technical consulting services to facilitate the migration to SAP S/4HANA Cloud Private Edition. The County currently operates on SAP ECC 6.0 EHP8 and aims to upgrade its systems while ensuring compliance with public-sector requirements, including civil service rules and payroll reporting obligations. The goal is to implement SAP SuccessFactors and Workforce Forecasting and Scheduling, modernizing business processes and reducing technical debt.
Work Details
The contractor will provide experienced staff for the implementation of SAP S/4HANA, including:
- Development of a business blueprint document in coordination with the customer.
- Migration of the current SAP ECC system to SAP S/4HANA Private Cloud Edition.
- Implementation of SAP SuccessFactors and Workforce Forecasting and Scheduling.
- Modernization of business processes using SAP best practices.
- Optimization or retirement of custom developments to reduce technical debt.
- On-site support during and post Go-Live, including training for County staff on operation and maintenance.
- Data migration, profiling, reconciliation, validation, and parallel payroll testing prior to Go-Live.
- Integration with existing non-SAP systems and migration/redesign of custom code/reports as needed.
- Compliance with security and governance frameworks, along with improved functionality across various modules such as Financial Accounting, Human Resources, Materials Management, etc.
Period of Performance
The project will commence upon issuance of a formal notice to proceed. Resources must be available full-time Monday through Friday from 8:00 AM to 4:00 PM EST. The timeline for the overall project must be specified by the contractor.
Place of Performance
The services will be performed at Erie County's facilities located at 95 Franklin Street, Buffalo, New York.
Bidder Requirements
Proposers must have:
- Experience in SAP Public Sector implementation projects with upgrades to SAP S/4HANA.
- Staff that are preferably SAP certified with 7–10 years of relevant experience in FI, CO, FM, HR, MM or PM/EAM modules.
- Compliance with Executive Order 13 (2014) regarding equal pay certification.
- U.S. citizenship or H1-Visa status for all personnel involved in the project. Proposals must include MBE/WBE certification if applicable.
