The College is soliciting bids from responsible buyers for harvest of timber located on Dubuar Memorial Forest, Wanakena, NY (St. Lawrence County). Approximately 103 acres of timber is to be harvested (see attached for timber inventory details, location map, etc.). The harvest area is accessed from State Route 3, Wanakena, NY 13695. Access outside of winter months during non-frozen conditions only.
Within blocks 1, 2, 3 and 6 all trees marked with blue paint must be cut. Within blocks 4, 7, 8 and 9 all trees are to be cut except those marked with orange paint; this includes cutting all beech down to 1 DBH. Within block 5 all trees are to be cut.
Approximately 1.3 miles of the road used to access this sale, known as Sugar Bush Road, must be upgraded prior to any timber harvesting. These upgrades are identified on the attached map and on the ground with pink paint. These upgrades include the addition of ten (10) new culverts 18 in diameter; replacing nine (9) existing culverts with new 18 diameter culverts; replacing one (1) existing culvert with a new 24 diameter culvert; the installation of geotextile fabric spanning the width of the roadway topped with a minimum of 12 of material in one stretch of road as identified on the map and on the ground with pink paint. All culverts that will be installed must be plastic and topped with a minimum of 12 of material. All existing ditches must be cleaned out using an excavator or similar equipment and redefined as needed. All organic material must be scraped from the existing roadway and top dressed as needed. All upgrades must meet New York State Best Management Practices for Water Quality (BMP's). On attached map the area that will be upgraded begins at the intersection of Sugar Bush Road and State Route 3 and continues west until the area designated for a parking area to be built. The parking area must be a minimum of 50 feet x 50 feet and top dressed with gravel.

The goal of this contract is to manage and harvest approximately 103 acres of timber, ensuring compliance with New York State Best Management Practices for Water Quality (BMPs). The timber sale includes various species and grades of wood, with specific instructions for harvesting and road upgrades necessary for access.
Work Details
The contract involves the following key tasks:
1. Harvesting timber from designated blocks:
- Blocks 1, 2, 3, and 6: Cut all trees marked with blue paint.
- Blocks 4, 7, 8, and 9: Cut all trees except those marked with orange paint; this includes cutting all beech down to a diameter at breast height (DBH) of 1 inch.
- Block 5: Cut all trees.
2. Upgrading Sugar Bush Road for access to the harvest area:
- Upgrade approximately 1.3 miles of Sugar Bush Road by adding ten (10) new culverts (18” diameter), replacing nine (9) existing culverts with new ones (18” diameter), and replacing one existing culvert with a new one (24” diameter).
- Install geotextile fabric spanning the width of the roadway topped with a minimum of 12 inches of material in specified areas.
- Clean out existing ditches using an excavator or similar equipment and redefine as needed.
- Top dress the parking area (minimum size: 50 feet x 50 feet) with gravel.
3. Compliance with safety regulations and BMPs during harvesting operations.
Period of Performance
The contract term is from June 1, 2025, to May 31, 2027. Timber showing is scheduled for May 13, 2025.
Place of Performance
The work will be performed at Dubuar Memorial Forest in Wanakena, NY, specifically accessed via State Route 3.
Bidder Requirements
Bidders must provide a performance bond in the amount of $5,000 upon execution of the contract. All bidders must have at least one 'Trained Logger Certified' or equivalent supervisor on site during harvesting operations. Any subcontractors used must be approved by SUNY ESF in writing prior to their arrival on site.
