Background
The New York State Department of Labor (NYSDOL) is seeking bids for the ThoughtFarmer Intranet Software Subscription through this Invitation for Bid (IFB). Work Details
The vendor must provide the ThoughtFarmer Intranet Software Subscription for a five-year term from July 7th, 2026, to July 6th, 2031. All products must be delivered in accordance with the specifications outlined in Attachment 4 - Cost Proposal. Additionally, the vendor is required to provide Workers Compensation and Disability Insurance as specified in Appendix GTC - General Terms and Conditions. Compliance with mandatory requirements includes providing products in specified quantities and adhering to all applicable state regulations.
Period of Performance
The contract will commence on July 7th, 2026, and will continue until July 6th, 2031, covering a total duration of five years.

The services will be performed for the New York State Department of Labor located at Harriman State Office Campus, Albany, NY.
Bidder Requirements
Bidders must be either the manufacturer of ThoughtFarmer or an authorized reseller. They are required to submit documentation proving their ability to meet all product requirements as described in the IFB. Additionally, bidders must comply with MWBE participation goals of 30%, including 15% for Minority-Owned Business Enterprises (MBE) and 15% for Women-Owned Business Enterprises (WBE). There is also a goal of 6% participation for Service-Disabled Veteran-Owned Businesses (SDVOB). Bidders must document their good faith efforts to meet these participation goals.
