Background
The New York State Office of Parks, Recreation & Historic Preservation (OPRHP) is seeking to retain four professional Construction Management/Administration teams to provide services on a term contracting basis for various State Park Regions.
The goal of this contract is to enhance the management and administration of construction projects across multiple parks, ensuring efficient execution and adherence to safety and budgetary guidelines.
Work Details
The contract will involve providing professional services that include:
- Preconstruction Services such as cost estimating, pre-construction testing services, constructability reviews, value engineering, project management software coordination, and obtaining special inspection and construction materials testing services.
- Construction Phase Services including project management, budget and schedule maintenance, submittal management, safety management, construction materials and special inspections testing services, daily construction inspection reports, utility coordination, compliance monitoring with traffic and safety plans, weekly on-site construction meetings, submittal process monitoring, monthly payment request reviews, and conducting required SWPPP inspections.
- Post-Construction Phase Services such as developing punch lists, project close-out documentation including as-built plans and operation manuals, monitoring as-built drawings approval, maintaining an electronic photo diary for project completion documentation.
Period of Performance
The term of each awarded contract is sixty (60) months. Work order assignments for specific services will be assigned for a period of three (3) years after contract execution by the Office of the State Comptroller. The final two (2) years are reserved for completing work order assignments issued during the initial three years.
Place of Performance
Services will be performed across various New York State Park Regions including Allegany, Genesee, Niagara (Western District), Central, Finger Lakes, Thousand Islands (Midstate District), Palisades, Saratoga, and Taconic (Hudson District).
Bidder Requirements
Bidders must meet the following requirements:
- Service-Disabled Veteran-Owned Business (SDVOB) goal of 6%.
- Minority/Women Business Enterprise (MWBE) goals: MBE 15%, WBE 15%.
- Proof of authority to practice professional services in New York State must be submitted upon designation.
- Compliance with New York State Finance Law ยง139-M regarding gender-based violence in the workplace certification is required.
- A signed 'Certification of Permissible Contacts' form must be included with submissions.
