Systemwide Tier 3 or above Clean Locomotive Acquisition Project

Background
The Livonia, Avon & Lakeville Railroad Corporation (LAL) is issuing a contract for the procurement of six Tier 3 or above locomotives. This initiative aims to replace several of its current units and is aligned with the standards set forth by the New York Department of Transportation (NYSDOT), the Federal Railroad Administration (FRA), and the American Railway Engineering & Maintenance of Way Association (AREMA).

The goal is to enhance operational efficiency and comply with regulatory requirements.

Work Details
The contractor will be responsible for purchasing and furnishing six (6) Tier 3 or above locomotives along with all necessary equipment. The procurement must adhere to the specifications outlined by NYSDOT, FRA, AREMA, and LAL.

Bidders may utilize subcontractors, form joint ventures, or engage in co-production with multiple vendors as part of their proposal.

Period of Performance
The contract term is until completion, with bids due by May 30, 2025.

Place of Performance
The contract will be performed at 5769 Sweeteners Boulevard, Lakeville, NY 14480, covering all counties in New York State.

Bidder Requirements
There are no specific set-aside certifications required for this contract. The total MWBE participation goals are set at 0%, and there are no goals for Service-Disabled Veteran-Owned Business contracting or Disadvantaged Owned Sub-Contracting.
