Sunmount DDSO CIT Program Building Exterior Painting Project

Background
The Office for People With Developmental Disabilities (OPWDD) is soliciting quotes from responsible and qualified contractors to provide exterior painting services for the CIT Program Building at Sunmount DDSO. This procurement opportunity is limited to New York State Small Businesses, specifically those certified as Minority or Woman Owned Business Enterprises (MWBE) or Service-Disabled Veteran-Owned Businesses (SDVOB). The goal of this contract is to ensure the professional painting of the building's exterior, enhancing its appearance and maintaining its structural integrity.

Work Details
The contractor shall provide all labor and materials necessary to complete the work in a professional manner according to the scope of work. The work includes:

- Scraping loose paint from the exterior of Building 201.
- Preparing the surface for painting including repairs and replacements (siding, shakes, fascia).
- Protecting fixtures, windows, and doors from overspray.
- Painting the exterior with one coat of primer followed by two coats of exterior paint (color to be decided by OPWDD staff).

All work must comply with OSHA standards, and all paint debris must be cleaned up by the contractor. A quality control inspection is required upon completion. The contractor must ensure that all tools are secured at the end of each workday and that any unforeseen conditions affecting pricing are reported immediately. The use of Sherwin Williams Interior or Exterior Latex Paint (or equivalent) is specified for quality assurance.

Period of Performance
The contract term is set for 1 year, with work to be completed within 30 days of receiving an Authorized Purchase Order.

Place of Performance
The contract will be performed at Sunmount DDSO located at 2445 State Route 30, Tupper Lake, NY 12986.

Bidder Requirements
Bidders must be certified as a New York State Small Business and provide documentation proving their MWBE or SDVOB status. Contractors are required to have Certificate of Liability insurance ($1 million/$2 million aggregate), Workers Compensation Insurance, and NYS Disability Insurance. A mandatory site visit is required prior to submitting proposals.
