Southold Town Zoning Update Outreach Consultant

Background
The Town of Southold is seeking a consultant to provide outreach services for the public input portion of the Zoning Update project. This initiative is part of the implementation of the Southold Town Comprehensive Plan, which was recently updated in 2020.

The new zoning code and map will significantly influence the future of Southold Town, necessitating a robust outreach effort to ensure public engagement and input. The project is funded by a grant from the New York State Department of State under Title 11 of the Environmental Protection Fund.

Work Details
The consultant will assist in designing and implementing a comprehensive public outreach and engagement strategy for the Zoning Update project. Key tasks include:
1. Implementing the community participation plan, which involves conducting interviews with stakeholders, organizing community tours, and facilitating public information meetings and workshops.
2. Preparing a Community Participation Plan that outlines public outreach efforts, including virtual or in-person events, public workshops, and hearings.
3. Developing improved messaging about zoning to engage stakeholders effectively.
4. Designing visual tools to demonstrate proposed zoning changes and updating the project website with new content.
5. Conducting at least two public information sessions to gather feedback on draft regulations.
6. Ensuring compliance with NYSDOS grant requirements, including hiring certified minority or woman-owned businesses for at least 30% of project funding.

Period of Performance
The contract term is six months, starting from February 19, 2025.
