Description

Background
The New York State Office of Children & Family Services (OCFS) is seeking qualified entities to participate in Dolly Parton’s Imagination Library (DPIL), a community-based program that mails free, high-quality, age-appropriate books to registered children from birth until their 5th birthday.
The goal of this solicitation is to provide financial assistance for new Local Program Partners and to help established partners increase their enrollment or expand into new areas.

Work Details
OCFS has appropriated $1,000,000 for this grant program.
Individual grants will range from a minimum of $2,000 to a maximum of $50,000, covering up to 50% of a Local Program Partner's costs associated with the Imagination Library.
Each partner will enroll children in their coverage area and pay approximately $2.60 per child per month towards wholesale book and mailing costs.
The grant can be used to fund these monthly costs incurred by the partners.
Additional program details are available on the DPIL website and in the Memorandum of Agreement with DPIL.

Period of Performance
The contract term is anticipated to be up to one year, beginning no earlier than November 1, 2026, and no later than March 1, 2027.

Place of Performance
The contract will be performed statewide across New York.

Bidder Requirements
Eligible bidders must be authorized to do business in New York State and have a Memorandum of Agreement with DPIL at the time of application.
They must be either a NYS 501(c)(3) library, public library system, not-for-profit organization, or a NYS school district/BOCES.
Non-profit organizations must also be prequalified in the New York State Finance System (SFS) if not exempt.
