The New York State Department of Corrections and Community Supervision, Division of Industries, is issuing a solicitation for soap pellets to be used in the manufacturing of toilet soap at the Washington Correctional Facility. Work Details
The contractor will provide soap pellets manufactured from 85% Beef Tallow and 15% Vegetable Oil Fatty Acids. The specifications include:

- Type: Derived from an 85%/15% blend of beef tallow fatty acids and vegetable oil fatty acids (100% beef tallow required; pork tallow is unacceptable).

- Acid value: 212-220
- Iodine value: 40-50
- Color: White
- Odor: Agreeable, rancid-free
- pH (1% solution): Approximately 9.5 – 10.5
- Moisture content must be within specified ranges:
- Water: 10-15%
- Free Alkali max: 0.1%
- Sodium Chloride max: 0.7%
- Glycerin max: 9%
- Anhydrous Soap content min: 83%.
- Packaging requirements include delivery in 50 lb bags, with a total weight not exceeding approximately 45,000 pounds per truckload. Delivery must be secured to prevent shifting during transport.

The contract period is from September 1, 2025, through August 31, 2030.
