Description

The scope of this work is to provide the replacement of underground steam distribution systems.

The project consists of the replacement of existing underground steam distribution systems between buildings, complete with all associate piping connections inside buildings and groundwork as specified at the unit prices contained in the Form of Proposal. The work is distributed at various locations. The locations for the work are at Various Developments in all boroughs NYC.

A non-mandatory virtual Pre-bid Conference will be held on Thursday, February 27, 2025 @ 10:30 AM, and will be conducted remotely via Microsoft Teams meeting. Although attendance is not mandatory at the Pre-Bid Conference, it is strongly recommended that all interested Bidders attend, and that Bidders thoroughly review bid documents in advance of the meeting. Background
The New York City Housing Authority (NYCHA) is issuing this contract for the replacement of underground steam distribution systems across various developments in New York City, focusing on borough-specific needs.
The goal of this contract is to ensure the efficient and safe replacement of aging infrastructure to maintain heating services for residents.

Work Details
The scope of work includes the complete replacement of existing underground steam distribution systems between buildings, including all associated piping connections inside buildings and necessary groundwork.
Specific tasks include:
- Conducting utility surveys and obtaining necessary permits prior to excavation.
- Performing test pits to check for asbestos in existing lines under NYCHA supervision.
- Video recording pre-excavation areas and submitting copies to NYCHA.
- Protecting existing trees and tree roots during excavation.
- Excavating, cutting concrete and pavement, and providing safety measures such as shoring and trench covering.
- Removing existing steam and condensate mains, including asbestos-containing materials (ACM), with legal disposal required.
- Installing new double pipe underground conduit systems as specified in the drawings.
- Providing temporary steam and condensate connections during construction to maintain heating services.
- Backfilling and restoring all disturbed areas post-installation, including reinstallation of fences, pavement, and landscaping as per NYCHA standards.

Period of Performance
The contract term is set for 3 years from the award date on NYCHA’s Purchase Order.

Place of Performance
Work will be performed at various developments throughout all boroughs of New York City.
