Background
The New York City Housing Authority (NYCHA) is issuing a Request for Quotation (RFQ) for the installation of vinyl composition (V/C) floor tile in apartments located in the Astoria Houses, situated in the Queens-Staten Island neighborhood. This contract is part of a series of seven requirement contracts aimed at improving housing conditions across various developments. The goal is to ensure timely and efficient installation of flooring materials in both move-out and occupied apartments.

Work Details
The contractor will be responsible for the following services:

1. Installation of V/C floor tile in move-out apartments, including:
- 58 installations for 3-room apartments
- 169 installations for 4-room apartments
- 74 installations for 5-room apartments
- 45 installations for 6-room apartments

2. Installation of V/C floor tile in occupied apartments, including:
- 9 installations for 3-room apartments
- 30 installations for 4-room apartments
- 18 installations for 5-room apartments
- 9 installations for 6-room apartments

3. Removal of non-asbestos containing floor coverings from unoccupied apartments (7,500 square feet), including but not limited to vinyl composition floor tile, linoleum, self-adhesive floor tile, carpet, ceramic floor tile, and wood flooring.

4. Removal and replacement of vinyl cove base in complete individual rooms and/or areas within an apartment (30 linear feet).

Period of Performance
The contract term is set for three years from the award date established on NYCHA's Blanket Purchase Order or the issuance of the Notice to Proceed Order. NYCHA reserves the right to extend this contract with up to two one-year renewal periods.

Place of Performance
The work will be performed at the Astoria Houses located in Queens, New York.

Bidder Requirements
Bidders must meet specific requirements including:
- Registration with the New York State Department of Labor under Article 8, Section 220-i.
- Pre-qualification as an 'Approved Supplier' via NYCHA's Tile Pre-Qualification List (PQL).
- Submission of Section 3 Resident Economic Opportunity Plans via eComply.
- Compliance with Davis Bacon Prevailing Wage Schedule.
- No bid security is required.
