NRDC invites sealed bids from qualified general contractors for eight (8) separate building-rehabilitation contracts along Montcalm Street, Ticonderoga, NY. All work must comply with the 2020 NYS Uniform Code, ADA Standards, and HUD/EPA lead-safe & asbestos regulations.
MWBE-certified and Section 3 businesses are strongly encouraged to participate. Only firms on (or pre-qualified for) NRDC's Approved Contractor List will be eligible for award.

GENERAL BID CONDITIONS
- Bid Period: 3 weeks + 1 day (closes July 23 2025).
- Insurance: Contractors must carry Workers' Compensation (eligible project expense if secured before mobilization).
- Certifications: Lead or asbestos work requires current EPA RRP / NYS DOL credentials.
- Codes & Standards: All work must meet NYS Uniform Code, ECCCNYS, ADA, HUD Lead-Safe Rule, and SHPO guidelines where applicable.
- Bid Form: Submit lump-sum bids per property, proposed schedule, and acknowledgment of addenda.

Background
The North Country Rural Development Coalition (NRDC) is issuing a solicitation for the Downtown Revitalization Initiative — Small Project Fund (DRI-SPF).
The goal of this contract is to rehabilitate eight separate buildings along Montcalm Street in Ticonderoga, NY, ensuring compliance with the 2020 NYS Uniform Code, ADA Standards, and HUD/EPA lead-safe & asbestos regulations.
MWBE-certified and Section 3 businesses are strongly encouraged to participate in this initiative.
Work Details
The contract includes the following rehabilitation projects at specified addresses:
- **113 Montcalm St**: Convert the 2nd floor into two one-bedroom apartments; install new electrical, plumbing, and direct-vent heating systems (lead-safe); create fire-rated separations and finishes; rebuild storefront/entry to be ADA compliant; apply SHPO-compliant façade siding, trim, and insulation.
- **121 Montcalm St**: Replace exterior windows/frames; install storefront entry glazing; add a walk-in cooler.
- **102 Montcalm St**: Replace the roof; refresh siding and paint; repair porches and stairs.
- **107 Montcalm St**: Install front windows; add a solar array; perform masonry repairs; install mini-split HVAC systems; lay commercial flooring.
- **128 Montcalm St**: Conduct roof and parapet work (Sunoco); rehabilitate façade; create ADA restroom entry and curbing; complete interior finishes.
- **88 Montcalm St**: Install a water softener system; upgrade plumbing and ventilation; build an ADA ramp, flooring, and LED lighting.
- **110 Montcalm St**: Remove flat-roof and chimney; install HVAC system; add façade lighting/signage/paint; manage general contracting project.
- **85 Montcalm St**: Stabilize and restore front parapet wall and roofline; install energy-efficient gridded front windows; refresh façade with historical paint/trim and lighting; patch and paint common area stairwell/hallway; replace hallway flooring; upgrade stairwell/hallway lighting.
Period of Performance
The contract period is expected to commence upon award with specific timelines for each project as outlined in individual bid submissions.
Place of Performance
All work will be performed along Montcalm Street in Ticonderoga, NY.
