Background
Empire State Development (ESD) is issuing a Request for Proposals (RFP) for the development of a site-selection software tool aimed at enhancing economic development across New York State. The mission of ESD is to promote a vigorous and growing state economy, encourage business investment and job creation, and support diverse local economies through efficient use of various forms of assistance. This RFP seeks to create a user-friendly platform that will facilitate access to geospatial data for international business owners, site-selection consultants, real estate brokers, and economic development professionals.

Work Details
The selected contractor will be responsible for creating a site-selection tool that includes the following features:

- Geo-centric functionality allowing users to scroll, navigate, and interact with features to display information.
- GIS integration enabling users to upload GIS shapefiles such as parcel boundaries, key features, and utility alignments.
- Data export capabilities in formats such as GIS shapefiles, PDF, and KMZ.
- An enterprise license providing multiple assignable credentials for ESD staff and regional Economic Development Organizations (EDOs).
- A sharable interface that allows users to build and customize site profile reports on-demand.
- Aesthetically pleasing design incorporating NYS branding styles with simple navigation and mobile-friendly features.
- Back-end management support with responsive customer service.

Bonus features may include auto-generating property profile sheets using standard templates. The anticipated contract term is three years with two one-year extension options.

Period of Performance
The anticipated contract term is three years from the start date, with options for two additional one-year extensions at ESD's discretion.

Place of Performance
The services will be performed across all counties in New York State.

Bidder Requirements
Respondents must demonstrate good faith efforts to meet MWBE participation goals of 30% and SDVOB participation goals of 6%. They must provide evidence of compliance with these goals through an MWBE Utilization Plan and an SDVOB Utilization Plan. Additionally, bidders must complete various certifications including Non-Collusive Bidding Certification, Conflict of Interest Attestation, Vendor Responsibility Questionnaire, and comply with Executive Orders related to non-discrimination and Iran divestment.
