Enclosed is a request for quotation (RFQ) to perform the attached scope of work.
Mandatory site visit will be held 7/17/25 @ 10:00am at the project location listed .
Attendance will be recorded. Please be sure to sign the sign in sheet (provided by the Maintenance staff conducting the site visit). The sign in sheet is a separate entity from the resident visitor's log. When signing in, be sure to check the project name listed on the sign in sheet to ensure you are recording your attendance correctly. Failure to do so will cause you to be ineligible to submit a quote. There are no exceptions. Please write clearly for corresponding purposes and make sure you include an email address and phone number where you can be reached. Late arrivers at the site will not be allowed to sign in, participate, nor submit a quote for this project.
Method of Award:
This is an RFQ (request for quotes). This is not an IFB (bid). The Broome DDSO intends to award the contract to the most responsible and responsive vendor that provides the lowest cost and meets the requirements detailed in the scope of work. Upon request, vendor must demonstrate 2 years of relevant experience on prior projects of similar magnitude and its subject to vendor responsibility determination. Broome DDSO reserves the right to reject all quotes. In deciding whether to submit a quote, please be aware the awarded vendor must adhere to the time frames outlined in the scope of work. The awarded vendor will also be required to submit certificates of Liability Insurance and Worker's Compensation Insurance as well as completed Lobbying Law Forms, and signed Appendix A. Please be prepared to submit these in a timely fashion. The Broome DDSO will make no concessions to the vendor for any alleged misunderstanding or deception because of quantity, quality, character, or other condition. The Broome DDSO's interpretation of specifications shall be final and binding. Please note, all staff working at the project site will be required to sign an attendance sheet for record purposes. This includes the residence visitor log and/or an attendance sheet provided by the Maintenance Department. In the event of a tie, contract will be awarded to the Contractor whose bid was received earliest.
Prevailing Wages: Schedule PRC #:
NYS Labor law requires that all contracted employees performing maintenance, repairs or capital improvements in state owned buildings receive the prevailing wage and supplements rate for the occupation in which they are working. Certified payroll record/s MUST be submitted at the time of invoicing. . Without submittal of certified payroll record/s, payment will not be made. Background
The Broome Developmental Disabilities Services Office (DDSO) is seeking a contractor to replace the existing roofing at the Sherburne IRA located at 50 N. Main Street, Sherburne, NY. The project involves removing roofing materials that contain Asbestos Containing Material (ACM) and replacing them with new rubber roofing. The goal is to ensure compliance with New York State Building Codes and provide a safe and durable roofing solution for the facility.
Work Details
The contractor will be responsible for the following tasks:
1. Remove existing ACM roofing materials from flat roofs in accordance with NYS Building Code 56.
2. Dispose of all removed materials properly.
3. Replace any damaged underlayment or fascia during the removal process.
4. Install new rubber roofing, specifically Carlisle roofing .090 thickness or an equivalent approved by the Maintenance Supervisor, including a drip edge on the flat roof.
5. Ensure all work complies with NYS Building Codes and other applicable regulations.
6. Provide a one-year warranty on materials and labor for any defects or failures post-completion.
Period of Performance
The work must be completed within 60 days of receiving the purchase order, with specific start times to be expressed in days post-issuance of the PO.

Bidder Requirements
Contractors must be ACM certified and demonstrate a track record of relevant experience on similar projects to qualify for bidding. They must also provide proof of registration as required by Labor Law Section 220-i and submit certificates of Liability Insurance, Worker’s Compensation Insurance, and completed Lobbying Law Forms upon award.
