Description
Background
The New York Convention Center Operating Corporation (NYCCOC) is a New York State public benefit corporation responsible for operating and maintaining the Jacob K. Javits Convention Center. The Javits Center hosts over 170 events annually, attracting more than one million visitors each year. Its mission is to drive economic development in New York by creating jobs and attracting business.
The center has undergone significant infrastructure improvements to enhance security, sustainability, and technology systems, including a focus on sustainable practices.
Work Details
NYCCOC is seeking proposals for a lightweight Security Information and Event Management (SIEM) solution that integrates with Cisco XDR, which the Javits Center is licensed to use for four years. The objectives include: selecting and implementing a lightweight SIEM by December 15, 2025; achieving at least 80% log coverage from Tier 0/1 assets; avoiding functional overlap with Cisco XDR; and updating SOC analyst workflows for cohesive integration.
The scope includes log ingestion and normalization for Tier 0/1 assets (AD, O365, Azure), configurable correlation rules (Kerberoasting, PtH, DCShadow), integration with Cisco XDR and Azure workloads, minimum one-year data retention, compliance reporting dashboards, SOC playbooks updates aligned with Cisco XDR, high availability and scalability requirements, data encryption standards, and adherence to security/privacy compliance standards.
Deliverables include solution design, implementation plan, operational runbooks, documentation, training sessions, knowledge transfer processes, and post-implementation support.
Period of Performance
The contract's performance period will commence upon award on November 12, 2025, with project kickoff on November 15, 2025. The go-live date is set for December 15, 2025.
Place of Performance
The services will be performed at the Jacob K. Javits Convention Center located at 655 West 34th Street, New York NY 10001.
Bidder Requirements
There are no specific set-aside certifications required for this contract. However, bidders must comply with NYCCOC's insurance requirements and provide necessary documentation as part of the vendor risk management process. This includes an information security policy; privacy policy compliance certifications (ISO 27001 or similar); financial statements demonstrating stability; business continuity plans; incident response plans; employee background checks documentation; proof of insurance coverage; service level agreements (SLAs); and references from previous clients.
