RFQ request for Railroad Civil Engineering Services

Background
The Livonia Avon & Lakeville Railroad and B&H Rail Corp are seeking bids for Railroad Civil Engineering Services. The contract is for Preliminary and Construction Engineering and Inspection of Track Construction and Rehabilitation Projects, Bridge Construction & Rehabilitation Projects, including Bridge Inspection Services, and Other Engineering Services as Required. The contract is anticipated to be for an initial term of 5 years with the possibility of 3 additional one-year terms. Projects may be funded through a combination of Local, State, and Federal dollars.

Work Details
The services to be provided under this contract include Preliminary and Construction Engineering and Inspection of Track Construction and Rehabilitation Projects, Bridge Construction & Rehabilitation Projects including Bridge Inspection Services, Preparation of Grant Applications, Preparation of Construction Contract Documents, Inspection of Construction, among other engineering services as required.
Specific tasks include performing all required annual State and Federal bridge inspections, preparing grant applications for various State and Federal programs, developing Plans, Specifications, and Estimates (PS&E) for construction contracts, conducting subsurface investigations, preparing engineering design reports, developing preliminary plans, final plans, coordinating with concerned agencies, providing recommendations, among other tasks related to construction engineering services.

Period of Performance
The contract term is a five-year contract with the possibility of 3 one-year extensions. The anticipated consultant selection schedule includes Bid Opening on February 16, 2024; Proposal review and evaluation on February 19, 2024; Oral interviews on February 20, 2024; Cost Negotiation with first ranked consultant on February 21, 2024; Contract Award approximately on February 22, 2024.

Place of Performance
The geographic location for the contract performance is at PO Box 190-B 5769 Sweeteners Blvd Lakeville, NY 14480. The Railroads own and operate track in Western New York State.
