The OMH, Central New York Psychiatric Center (CNYPC) is a maximum secured facility located at 9005 Old River Rd, Marcy, NY 13403.Throughout our campus, we have loading docks and exterior stairwells that are made of concrete material with railings. Due to weather, the railings on the stairwells have become loose and unsafe and a loading dock area needs railing installed. CNYPC is seeking quotes from qualified contractors to replace the stairwell railings and install a new railing in the
loading dock areas

Site Visit Registration Forms are due per the instructions in the RFQ by 3:00 PM ET, Thursday, May 8th, 2025.

There is a Mandatory Site Visit at 10:00 AM ET on Monday, May 12th, 2025

Questions regarding this solicitation are due per the instructions in the IFB by 3:00 PM ET, Thursday May 15th, 2025.

Questions will be accumulated by OMH, and responses will be sent to potential bidders on Thursday May 22nd, 2025. The Q&A will also be posted to the contract reporter.

Bids are due no later than 3:00 PM ET Thursday May 29th, 2025. No late bids will be accepted.

Background
The New York State Office of Mental Health (OMH) is issuing this Request for Quote (RFQ) for the Central New York Psychiatric Center (CNYPC), a maximum secured facility located at 9005 Old River Rd, Marcy, NY 13403.

The facility has loading docks and exterior stairwells made of concrete with railings that have become loose and unsafe due to weather conditions. The goal of this contract is to ensure the safety and security of these areas by replacing the stairwell railings and installing new railings in the loading dock areas.

Work Details
The awarded Contractor shall perform the following tasks:
1. Project Preparation: Conduct a site inspection, verify measurements, and coordinate with OMH for project timeline.
2. Removal of Existing Railings: Safely dismantle and remove existing railings, dispose of them in designated dumpsters, and prepare mounting surfaces for new installations.
3. Supply of New Railings: Procure materials for new metal railings as specified by OMH, ensuring they meet quality standards.
4. Installation of New Railings: Install new railing components according to NYS building code, secure them properly, ensure alignment and stability, and apply protective finishes as required.
5. Cleanup and Final Inspection: Remove all debris from the work area, clean installed railings, conduct a final walkthrough with OMH to confirm satisfaction with the work, and provide documentation of compliance with building codes.

Period of Performance
The anticipated start date for the contract is as soon as possible (ASAP) following the award.

Place of Performance
The work will be performed at the Central New York Psychiatric Center located at 9005 Old River Rd, Marcy, NY 13403.

Bidder Requirements
Bidders must comply with Minority-Owned Business Enterprise (MBE) goals of 16%, Women-Owned Business Enterprise (WBE) goals of 14%, and Service-Disabled Veteran-Owned Business (SDVOB) goals of 6%.

Bidders are required to provide current Worker Compensation (WC) & Disability Benefits (DB) insurance certificates upon selection.
