Background
The State University of New York at Buffalo (UB) is seeking proposals for a Plagiarism/AI Detection Tool Cloud Solution. The goal of this RFP is to acquire a tool that supports plagiarism and AI checking in a higher education environment, ensuring compliance with federal, state, and local laws.

The successful bidder will provide services that include data storage within the continental United States and ownership rights of user-generated content.

Work Details
The vendor must provide a cloud-based solution with servers located in the U.S. Key requirements include:
1. Data storage in U.S. datacenters;
2. Shibboleth or ADFS authentication;
3. Migration capabilities from Blackboard SafeAssign and/or Brightspace;
4. 24/7 system monitoring;
5. Compliance with FERPA;
6. Integration with leading Learning Management Systems (D2L Brightspace);
7. Support for multiple languages and various reporting options;
8. Accessibility compliance with WCAG 2.1 Level AA;
9. Continuous updates to source databases using non-third-party web crawlers;
10. A minimum of three references from similar higher education clients.

Period of Performance
The contract term is five years.

Place of Performance
Services will be performed at SUNY at Buffalo, Erie County, New York.

Bidder Requirements
Bidders must not be Service-Disabled Veteran-Owned Set Aside but are encouraged to meet Minority-Owned Sub-Contracting Goal of 17.9% and Women-Owned Sub-Contracting Goal of 12.1%. Bidders must have at least three current higher education clients and provide references demonstrating capability for similar projects.
