Background
The Village of Waterville is seeking proposals from qualified firms or individuals to provide Grant Administration and Program Delivery Services for their recently awarded FY 2025 CDBG Single and Multi-Family Housing Rehabilitation Grant, totaling $675,000. The goal of the program is to rehabilitate 7 single-family, owner-occupied homes and 4 multi-family (2-4 units) homes within the Village. M/WBE and Section 3 firms are strongly encouraged to respond.
Work Details
The contractor will provide all necessary services to implement the Rehabilitation Program, including:
- Final design for all program activities
- Establishing an eligible contractors list
- Identifying eligible properties and contacting property owners
- Establishing rehabilitation guidelines
- Providing client intake and qualifications
- Performing preliminary property inspections
- Preparing work write-ups and cost estimates
- Assisting property owners in contractor selection and bidding
- Preparing loan documents or deferred payment agreements
- Working with the Village’s legal counsel on placing mortgages on project properties if required
- Conducting final inspections
- Acting as a liaison between the Village, property owners, and contractors on all projects
- Providing data for reports
- Supplying an EPA Lead Based Paint Risk Assessor to ensure compliance with Lead Based Paint Hazard requirements
- Providing a BPA Certified Energy Auditor.
Additionally, administrative services include:
- Preparing Environmental Reviews per NEPA and NYS guidelines
- Necessary documentation as required by NYS
- Contract and payment documentation
- Status of fund reports
- Advising the Village Board and Mayor on grant matters
- Attending Village Board meetings as necessary
- Preparing amendments
- Submitting required reports to NYS
- Preparing close-out documentation.
Period of Performance
The contract will be performed following the issuance of the RFP on April 16, 2026, with proposals due by May 18, 2026.
Place of Performance
The services will be performed in the Village of Waterville, New York.

M/WBE and Section 3 firms are strongly encouraged to apply. Bidders must demonstrate qualifications by identifying at least three similar programs administered in the past five years.
