RFP for Background Screening Services

Background
The Westchester Medical Center Health Network (WMCHealth) is a comprehensive healthcare system headquartered in Valhalla, New York. It consists of 9 hospitals across 6,200 square miles of the Hudson Valley. WMCHealth employs over 12,000 individuals and has nearly 3,000 attending physicians. The network aims to provide high-quality healthcare services to residents regardless of their ability to pay. This RFP seeks qualified firms to provide comprehensive background screening and verification services for employees, volunteers, and medical staff throughout the network.

Work Details
The selected vendor will be responsible for providing comprehensive background screening and verification services that include:

- Identity and Address Verification: Social Security Number Trace and Address History Verification.
- Criminal Background Checks: 7-year multi-county criminal history search, statewide felony search, supplemental criminal database search, DOJ Sex Offender registry search, federal criminal record search, global criminal search.
- Healthcare Compliance Checks: FACIS Level III and OIG Exclusion search.
- Additional Verifications: Employment verification, education verification, DMV records check ad hoc.
- Adverse Action and Compliance Management: Manage pre-adverse and adverse action communications in compliance with FCRA and NYS regulations; provide legally compliant notices; maintain audit-ready records of screening results and communications.
- Technology Requirements: Seamless integration with Workday; secure access to screening results database; automated workflow capabilities for ordering screenings, status tracking, results delivery, and adverse action processing.
- Network Coverage: Must accommodate a multi-entity health system structure with consistent screening standards across all facilities.

Period of Performance
The contract will commence upon execution and will continue for a period of one year with the option to renew for four additional one-year periods.

Place of Performance
Services will be performed across various locations within the Westchester Medical Center Health Network including Valhalla (Westchester Medical Center), Poughkeepsie (MidHudson Regional Hospital), Suffern (Good Samaritan Hospital), Port Jervis (Bon Secours Community Hospital), Warwick (St. Anthony Community Hospital), Kingston (HealthAlliance Hospital – Broadway Campus), among others.

Bidder Requirements
Bidders must meet the following requirements: Service-Disabled Veteran-Owned Business (SDVOB) goal of 6%, Minority Business Enterprise (MBE) goal of 30%, Women Business Enterprise (WBE) goal of 30%. Vendors must demonstrate healthcare industry experience and knowledge of New York State regulatory requirements.
