RFP for Architectural & Engineering Design Services

Background
The Broome County Land Bank Corporation (BCLBC) is seeking qualifications for Architectural & Engineering Design Services to support its Affordable Homes Program. This initiative aims to rehabilitate, construct, or demolish residential buildings using various local, state, and federal funding sources, including the American Rescue Plan Act (ARPA) and Land Bank Initiative (LBI) funds. The services will assist in the continued implementation of projects within the City of Binghamton and expansion into the Town of Union.

Work Details
The selected contractor will provide a comprehensive range of services including:

1. Planning for new and/or existing single and multi-family residential buildings.

2. Land surveying to provide boundary information and pin locations.

3. Evaluation of existing buildings for maintenance and code compliance issues, including cost estimates for necessary repairs.

4. Project schematic design, preliminary design, and design development across various disciplines such as architecture, structural engineering, site design, and mechanical/electrical/plumbing design with preliminary cost estimates.

5. Final project design and bid support which includes preparation of final plans/specifications, cost estimates, bid documents, pre-bid meeting coordination, addressing addenda if required, and bid analysis.

6. Construction-phase services including review/approval of contractor submittals, daily project management, construction monitoring, on-site inspection, analysis/survey reporting, and technical support as needed.

7. Post-construction phase services to ensure compliance with guarantees and funding sources.

8. Coordination with local governments and agencies for review/approval processes.

Period of Performance
The contract is expected to last two years with a possibility of a one-year extension.

Place of Performance
The services will be performed in Broome County, New York.
