RFP Design Build Florida NY Head Start Child Care Center

Background
The Agri-Business Child Development (ABCD) is a nonprofit organization established in 1946, dedicated to providing high-quality early childhood education and social services to farm workers and eligible families across New York State.

The purpose of this RFP is to solicit qualified development firms, architects, and consultants for comprehensive analysis and design build services for the ABCD Florida Child Care Center located at 14 Edward J. Lempka Drive, Village of Florida, Town of Goshen, New York.

Work Details
The selected firm will provide the following services:
- A thorough analysis of the property’s potential for renovation/expansion versus new construction.
- Studies on necessary infrastructure updates including additional classrooms, meeting spaces, and bathrooms.
- Recommendations for maximizing land value and utility.
- A detailed cost-benefit analysis for renovation versus new construction.
- Proposed timelines for renovation/expansion or new construction.
- Identification of potential zoning or permit issues.

The scope includes site analysis, building assessment, programmatic needs assessment compliant with Head Start Program Performance Standards and New York State Child Care Licensing Requirements, design work including architectural plans, and construction management.

Period of Performance
The project completion date is on or before November 30, 2027.

Place of Performance
The contract will be performed at 14 Edward J. Lempka Drive, Village of Florida, Town of Goshen, NY.

Bidder Requirements
Proposers must provide proof of insurance and business/contractor license. They are required to submit a completed Form 1 Business Information/Authorization along with references from similar projects. Additionally, the proposal must include a firm profile detailing experience in childcare facility design or commercial renovations/new construction.
