Background
The Schoharie Economic Enterprise Corp (SEEC) is issuing this Request for Proposals (RFP) to solicit responses from qualified firms for the design, installation, and management of a free public Wi-Fi network in the Spa District of Sharon Springs, NY. This initiative aims to enhance infrastructure, support local businesses, and improve the quality of life for residents and visitors. Work Details
The selected contractor will be responsible for: identifying and sourcing fiber access; designing and installing an antenna system on various public and private structures; securing necessary permissions for antenna placement including State Historic Preservation Office approval; meeting local code standards; providing open public access along Main Street; purchasing equipment awaiting reimbursement; installing and managing the wireless network for five years post-installation; ensuring maintenance and upkeep of equipment, as well as licensing fees are included in the cost; and providing Wi-Fi access at no cost to residents, businesses, or SEEC during the five-year term.
The project requires enterprise-grade Wi-Fi equipment with specifications including 802.11ac Wave 2 Multi-User MIMO capabilities, dual-band support, adaptive antennas, and comprehensive client density management features.

The contract period is anticipated to begin on November 3, 2025, and end on December 31, 2026.

Bidder Requirements
Bidders must have a minimum of five years of experience in commercial wireless and Wi-Fi deployments. Familiarity with fiber backbone infrastructure is required. Experience with government-funded projects is preferred. MWBE firms are encouraged to apply with a minority-owned sub-contracting goal of 15% and a women-owned sub-contracting goal of 15%. Proposals exceeding $164,000 will not be considered.
