Background
Tompkins Consolidated Area Transit Inc. (TCAT) is a not-for-profit corporation that provides public transportation for Tompkins County, New York, serving a population of approximately 105,000 residents. TCAT operates over 4.1 million passenger trips annually and has a fleet of 54 buses and vans. The organization seeks professional consultation assistance in transit planning and administrative tasks to evaluate transit service delivery through this RFP.

Work Details
The contractor will provide on-call consultation services in the following areas:

A. Service Planning: Assistance in developing, adjusting, and deploying TCAT's route network, including bus route and stop planning, ridership estimation, customer surveys, data analysis, service cost estimation, and schedule creation.

B. Data Analysis: Support in interpreting data from TCAT's CAD-AVL system and farebox system for reporting purposes.

C. Strategic Planning: Aid in implementing TCAT's next Strategic Plan by developing recommendations for local projects, reviewing transit-related policies, and researching internal policy documents.

D. Federal Reporting: Assistance with documents required for federal reporting modules such as FTA’s Triennial and National Transit Database programs.

E. Procurement: Help in preparing procurement documents like RFPs and RFQs.

F. Public Materials + Outreach: Creation of public-facing materials and conducting outreach for planning activities.

G. Other Tasks: Recommendations for additional tasks based on the contractor's experience.

Period of Performance
The contract will be for a term of three years with options for two one-year extensions.

Place of Performance
Services will be performed at TCAT's facility located at 737 Willow Avenue, Ithaca, NY 14850.

Bidder Requirements
No specific set-aside certifications are required; however, bidders must comply with insurance requirements including Commercial General Liability, Automobile Liability, Workers’ Compensation, and Disability Benefits Coverage as per New York State laws.
