Background
The County of Chemung is issuing this solicitation for the operation and management of the Chemung County Transit System (CTRAN), Corning Erwin Area Transit System (CEATS), and Steuben County Public Transit System. The goal is to acquire transit services from experienced firms to maximize service quality and efficiency while adapting to community needs.
The lead agency for this joint procurement is the County of Chemung, which will manage the contract on behalf of the participating agencies.
Work Details
The selected Operator will be responsible for all operational costs associated with the transit systems, including maintenance, parts, equipment, hiring personnel, providing necessary supplies, training, and supervision. Specific responsibilities include:
1) Operating and managing transit services from the Chemung County Transit Bus Garage;
2) Performing preventive maintenance and repair work on buses in accordance with OEM recommendations;
3) Keeping buses clean and in good working order;
4) Utilizing necessary technology for service operations;
5) Maintaining service continuity as per RFP requirements.
The Agencies reserve the right to adjust services post-award, which may include changes to routes or service frequency.
Period of Performance
The contract period will commence upon award and is expected to continue until July 9, 2026.

The primary location for performance will be at the Chemung County Transit Bus Garage and Administration building in Elmira, New York.
Bidder Requirements
Bidders must comply with Disadvantaged Business Enterprise (DBE) contracting goals set at 1.00%. Proposals must include a proposal bond of five percent (5%) of the total gross sum annual price proposal. Bidders are required to submit one original proposal and three exact copies. Proposals submitted by facsimile will not be considered.
