RFP 26-101 Telecommunications Expert Consultant

Work Requested:
The New York State Department of Taxation and Finance is seeking proposals from qualified vendors to serve as an expert consultant. The selected firm will be required to:

• Provide an expert opinion on the extent to which SLIC Network Solutions, Inc's fiber optic network is utilized for transmitting cable television signals as opposed to other uses.
• Analyze data transmitted through fiber optic cable, coaxial cable, and related property.
• Determine whether the primary data transmitted is cable television signals or other types of signals, such as internet or telephone.
• Support the Department in defending a judicial challenge regarding property full values in New York State.

Who is Requesting:
This solicitation is issued by the New York State Department of Taxation and Finance (DTF or Department), specifically through its Procurement Bureau.

Background:
This contract is being established to obtain expert analysis and testimony in response to a judicial challenge concerning property full values in New York State. The Department requires specialized knowledge to assess the use of SLIC Network Solutions, Inc's fiber optic network, particularly in distinguishing between cable television and other data transmissions.

Contract Requirements:

• The expert must be knowledgeable in analyzing data transmitted over fiber optic and coaxial cables and associated property.
• No identical or substantially similar procurement contracts have been awarded within the past five years.
• There are no goals for Service-Disabled Veteran-Owned Business (SDVOB), Minority Business Enterprise (MBE), Women Business Enterprise (WBE), or Disadvantaged Business Enterprise (DBE) participation for this contract (all goals are 0.00%).
