Background
The Niagara Frontier Transportation Authority (NFTA) and Niagara Frontier Transit Metro Systems, Inc. (NFTM) are seeking qualified contractors to submit proposals for the procurement of three Heating Ventilation Air Conditioning Units (HVAC) and Boilers. The goal of this contract is to ensure efficient heating and cooling systems are in place to support the operations of NFTA/NFTM.
Work Details
The scope of work includes the removal, delivery, installation, rigging, electrical, gas, and duct work connections for the HVAC units and boilers. The cost proposal must include any applicable environmental fees, equipment charges, adaptations as necessary, and manuals. The replacement units must meet or exceed the specifications of existing units:
- Air Handler by Trane: Model #TWE090A300EL
- Boiler by Lochinvar: Model #CHN751
- Air handler and condenser by Trane: Model #SCIH07543A01010.
The contractor is responsible for recovering refrigerants per EPA requirements, disconnecting existing services, decommissioning old units, installing new units compliant with New York State building code, reconnecting services to new units, replacing deteriorated pipes/conduits as necessary, and performing factory checks and tests post-installation. The contractor must also provide two sets of manuals for each unit.
Period of Performance
The contract term is set for one year from the date of award.

Work will be performed at two locations: 164 Ohio Street, Buffalo NY 14203 and 3040 Main Street, Buffalo NY 14214.
Bidder Requirements
Bidders must comply with M/WBE goals (MBE 1.01%, WBE 0.72%, SDVOB 3%). Contractors must demonstrate good faith efforts to include certified minority and women-owned businesses in their proposals. Additionally, bidders must provide proof of insurance covering general liability, auto liability if applicable, excess liability of $5 million per occurrence/aggregate, and workers' compensation as per New York State laws.
