This is a request for proposal for a University Residential Housing Assignments and Management Platform.
Each proposal shall be with the understanding that, at a minimum, the successful bidder will be required to provide the services identified below, observing all applicable federal, state and local laws:
- The cloud solution needs to include the following software components: Housing Management, Conference & Event Management, Student Self Portal, Residential Life Programming and Management, Room Inventory & Condition, Room Maintenance & Work Order, Parcel Management, and Key Management.
- The cloud solution needs to support all modern browsers and conform to each of the World Wide Web Consortium's Web Content Accessibility Guidelines.
- The cloud solution needs to support the following integrations: Room Maintenance & Work Orders with TMA, Online Payment with Nelnet, Parcels with Quadient Parcel Lockers, PeopleSoft, and Card Swipe Access with OnGuard.
- The cloud solution must be iOS and Android mobile friendly.
- The cloud solution needs to provide support and services during and after implementation. The implementation is a complete setup and configuration of the system that needs to include a project leader, subject matter expert, data uploads and conversions, and comprehensive training.
- Vendor must provide best practices related to Residential Housing Management.
- Vendor must provide training groups of users; type of users, and type of training. Application or Site Administration (non-technical) and System Administrative (technical) training should be considered in recommended training solution.
- The cloud solution must provide support, maintenance, and upgrades.
- Support needs to include after-hours support to help with critical issues.
- Support needs to be available 24/7 during peak housing operation periods (I.e. Self-Selection).

Background
The University at Buffalo is the largest, most comprehensive, research-intensive university within the 64-campus State University of New York (SUNY) system. It enrolls approximately 30,000 students and is located in the Buffalo-Niagara region of New York. The University aims to enhance student life through its Campus Living program, which accommodates over 7,500 residents on campus.
The goal of this contract is to procure a cloud-based Residential Housing Assignments and Management Platform that aligns with the University's mission to support student success both academically and personally.
Work Details
The successful bidder will be required to provide a cloud solution that includes the following software components:
- Housing Management
- Conference & Event Management
- Student Self Portal
- Residential Life Programming and Management
- Room Inventory & Condition
- Room Maintenance & Work Order
- Parcel Management
- Key Management
The solution must support all modern browsers and conform to the World Wide Web Consortium’s Web Content Accessibility Guidelines. It should integrate with existing systems such as TMA for Room Maintenance & Work Orders, Nelnet for Online Payments, Quadient Parcel Lockers for parcel management, PeopleSoft for student information management, and OnGuard for Card Swipe Access. The platform must be mobile-friendly for both iOS and Android devices.
Additionally, the vendor must provide comprehensive support during and after implementation including training for different user groups (non-technical site administration and technical system administration), best practices related to Residential Housing Management, ongoing maintenance and upgrades, after-hours support for critical issues, and 24/7 support during peak housing operation periods.
Period of Performance
The contract term is five years with an option to renew for an additional two years.
Place of Performance
The services will be performed at the North Campus of the University at Buffalo.
