OMH is preparing to undertake a large construction project to demolish the current parking garage and construct a new 500-spot parking garage at the Capital District Psychiatric Center (CDPC). The project is expected to begin construction in early 2025.
For the duration of the construction project, OMH will be establishing a temporary parking solution for roughly 276 vehicles per day at a presently vacant lot on McCarty Ave in Albany operated by the NYS Office of General Services (OGS). OMH anticipates an approximate 2-year period for completion of the new garage. During this time, OMH is seeking a transportation solution to provide shuttle services multiple times per day to services employees and visitors traveling between the CDPC campus and temporary parking lot.
A shuttle service is being requested to provide service between the designated parking area at McCarty Ave and CDPC for an approximately 24 month engagement between January 2025 and December 2026.

OMH anticipates the following tentative schedule for service:
- shuttle buses needed at approximately 15-minute intervals during peak times

- shuttle bus running at regular 20-25 minute intervals during non-peak times between 9:30am 3:00pm
- Approximately 275-300 people/day
- Monday through Friday, excluding State Holidays

Work Details
The contract requires the provision of shuttle services between the designated parking area at McCarty Ave and CDPC for an engagement lasting approximately 24 months from January 2025 to December 2026. The anticipated service schedule includes:
- Shuttle buses operating at approximately 15-minute intervals during peak times (7:00 AM – 9:30 AM and 3:00 PM – 6:00 PM).
- Regular shuttle bus service running at 20-25 minute intervals during non-peak times (9:30 AM – 3:00 PM).
- The service should accommodate approximately 275-300 people per day, Monday through Friday, excluding State Holidays.
Shuttle/bus requirements include:
- Sufficient number of vehicles to meet demand and wait time frequencies.
- Compliance with state/federal requirements for ridership management.
- Safe pick-up locations on CDPC campus and McCarty lot.
- Handicap accessible shuttles.
- All buses must meet New York State standards, including liability insurance and Department of Transportation inspection approvals.
- Vehicles must have heating and air conditioning and be less than ten years old.
Period of Performance
The period of performance for this contract is from January 2025 to December 2026, spanning approximately two years.
Place of Performance
The shuttle services will be performed between the Capital District Psychiatric Center located at 75 New Scotland Ave, Albany NY, and the temporary parking facility located at McCarty Ave in Albany.
