Description

Background
The New York State Department of Corrections and Community Supervision (DOCCS) is responsible for the confinement and rehabilitation of approximately 31,000 individuals under custody across 42 state correctional facilities.

This Request for Proposals (RFP) seeks to procure a Computer Coding program at four DOCCS facilities: Albion, Cape Vincent, Cayuga, and Riverview Correctional Facilities. The goal is to provide a comprehensive curriculum that prepares students to become Full-Stack Developers, capable of building functional websites.

Work Details
The Contractor must provide a Computer Coding program with a cohort enrollment structure at the following facilities: Albion Correctional Facility, Cape Vincent Correctional Facility, Cayuga Correctional Facility, and Riverview Correctional Facility.

Each facility will host one cohort per year with 20 students each, totaling 80 students annually and an expected 160 graduates over two years. Classes will run five days a week for 50 weeks per year, excluding federal/state holidays or lockdowns. Each class will consist of two 3-hour modules per day.

The curriculum must include industry-recognized coding languages such as HTML, Java, JavaScript, SQL, NoSQL, CSS, and C#. The contractor is responsible for providing all necessary equipment and ensuring compliance with DOCCS security policies.

Period of Performance
The contract term is expected to last for two years and three months with three one-year renewal options. Classes are anticipated to begin three months after the contract start date of July 1, 2026.

Place of Performance
The program will be conducted at four New York State Department of Corrections and Community Supervision facilities: Albion Correctional Facility (Orleans County), Cape Vincent Correctional Facility (Jefferson County), Cayuga Correctional Facility (Cayuga County), and Riverview Correctional Facility (St. Lawrence County).

Bidder Requirements
Bidders must have a minimum of three years' experience administering an instructor-led Computer Coding program in an institutional setting. They must also submit proof of degrees or certifications in Computer Programming for all intended instructors.

Additionally, there are goals for Minority/Women Business Enterprise participation: MBE Goal: 15% and WBE Goal: 15%. Bidders must comply with all DOCCS directives and security requirements.
