Description

The APDC is requesting sealed proposals from qualified vendors for Roof Repair and Replacement at the Port of Albany located at 106 Smith Blvd. Albany, NY 12202. Further information is contained in the Request for Proposal (2025-02)

Background
The Albany Port District Commission (APDC) is seeking sealed proposals from qualified vendors for roof repair and replacement at the Port of Albany, located at 106 Smith Blvd. Albany, NY 12202.

The APDC's mission is to manage the publicly owned maritime Port of Albany-Rensselaer effectively, driving economic growth in the Capital Region while ensuring transparency and public stewardship. This project aims to enhance operational effectiveness and meet increasing demands for freight and maritime cargo needs.

Work Details
The contractor will replace the deteriorating roof on Shed #5 with a new TPO Rubber membrane Roof System, including associated appurtenances such as gutter and downspout replacement, installation of snow guards, and repointing of parapet walls.

The existing built-up roof system will remain in place while a new 80 mil Carlisle TPO-Gray membrane will be installed over it. The work includes:
1. Removal of existing crushed stone roof ballast.
2. Replacement of deteriorated chimney by a qualified mason.
3. Installation of new plywood edge treatments along the roof lines.
4. Replacement of any damaged wood decking (approximately 5% may need replacement).
5. Installation of roofing substrate with specified fasteners to withstand high wind loads.
6. Installation of an 8” x 8” x 22 gauge gutter system with downspouts.
7. Compliance with all applicable building codes and safety regulations.

Period of Performance
The contract term will extend through project completion, with pricing remaining firm for 60 days from proposal submission.

Place of Performance
The work will be performed at the Port of Albany, specifically at Shed #5 located at 106 Smith Blvd., Albany, NY 12202.

Bidder Requirements
Bidders must comply with New York State Executive Law Article 15-A regarding participation goals for minority- and women-owned businesses (MWBEs), with goals set at 22% for women-owned businesses and 8% for minority-owned businesses.

A performance bond of 5% is required upon contract execution, along with proof of insurance including Workers’ Compensation Insurance, Commercial General Liability Insurance, Automobile Liability Insurance, and Umbrella or Excess Liability Insurance.
