Description

Background
The New York State Office of Children and Family Services (OCFS) is issuing this Request for Proposals (RFP) to provide funding from the Community-Based Child Abuse Prevention (CBCAP) Program for the operation of Family Resource Centers (FRCs).

The initiative aims to strengthen and support families, prevent child abuse/maltreatment, and improve outcomes for families at risk or experiencing child abuse. FRCs are designed to serve as community-based hubs that provide resources and support tailored to family needs, thereby reducing the likelihood of involvement with the child welfare system.

Work Details
The contract involves establishing new or continuing existing Family Resource Centers throughout New York State.

FRCs will provide voluntary, flexible, family-focused programs that are sensitive to families' lived experiences. Services offered will be based on local needs assessments and may include collaboration with local departments of social services, schools, mental health providers, and community organizations.

The FRCs will utilize the Strengthening Families Protective Factors Framework to enhance family resilience and reduce risks associated with child abuse. The program must demonstrate community input, cross-sector planning, and referrals to local resources.

Period of Performance
The anticipated contract term is from May 1, 2026, to April 30, 2031.

Place of Performance
The services will be performed in all counties of New York State outside of New York City.

Bidder Requirements
Eligible applicants must be not-for-profit organizations or local government entities. They must be prequalified in the NYS Statewide Financial System by the application deadline. Proposals must demonstrate alignment with local department strategies and include necessary forms signed by relevant agencies.

There are no set-aside goals for minority or women-owned businesses.
