Background
The New York City Housing Authority (NYCHA) is the largest public housing authority in the nation, managing 335 developments and serving 1 in 17 New Yorkers. NYCHA's mission is to provide quality housing that is sustainable, inclusive, and safe, while fostering economic mobility.
This Request for Expressions of Interest (RFEI) aims to identify partners to expand NYCHA's portfolio, build more housing, and leverage existing resources to address over $78 billion in repair needs across its aging housing stock. The RFEI seeks proposals from Development Teams with privately owned land that can benefit from NYCHA’s resources to increase housing opportunities for existing residents and New Yorkers.
Work Details
NYCHA seeks proposals that can achieve three key goals:
1) Increase high-quality housing opportunities for NYCHA residents;
2) Generate revenue for reinvestment in NYCHA communities;
3) Expand low-income housing opportunities for New Yorkers.
Proposals may include various development strategies such as Restore-Rebuild, Transfer of Assistance, Project-Based Vouchers, leveraging adjacent land for new construction, and utilizing Transfer of Development Rights. Ideal respondents are Development Teams committed to collaborating with NYCHA and residents. Proposals must be on privately owned land and can be new constructions or rehabilitations compliant with the Davis-Bacon Act if applicable.
Period of Performance
Submissions will be accepted from October 14, 2025, to November 18, 2025. The final deadline for submission is November 18, 2025, at 5 PM.
Place of Performance
Proposals are welcomed for projects located throughout the five boroughs of New York City.
Bidder Requirements
Applicants must demonstrate experience completing at least one new construction multifamily residential project of at least 100 units in NYC within the past five years. Qualified Applicants may be for-profit or non-profit entities or joint ventures with relevant experience and capacity.
