Background
The New York State Office of Addiction Services and Supports (NYS OASAS) is seeking information from not-for-profit behavioral health providers, preferably those specializing in addiction and/or mental health services, to assess their interest and capability in delivering bedded addiction services to youth under the age of 18. This initiative aims to address the significant gap between the demand for youth residential treatment and the current service capacity. Particularly, the number of certified Residential Rehabilitation Services for Youth (RRSYs) has decreased over recent years. NYS OASAS oversees one of the largest substance use disorder treatment systems in the nation, providing a continuum of care that emphasizes equity, dignity, and respect for individuals affected by addiction.
Work Details
NYS OASAS is specifically looking for providers who can deliver bedded addiction services through RRSYs certified under Part 817 of Title 14 of the New York Codes, Rules and Regulations. The goal is to expand access to developmentally appropriate treatment options for youth across New York State. Providers may also consider adding an Adolescent Designation to their existing Withdrawal and Stabilization (Part 816) or Inpatient (Part 818) operating certificates to enhance their service offerings. This designation allows programs to serve adolescents effectively by meeting additional quality standards set by NYS OASAS. The RFI encourages responses that outline potential program designs, including treatment approaches, proposed bed capacity, staffing ratios, daily schedules, family engagement strategies, and readiness plans for establishing or enhancing youth-focused services.
Period of Performance
Responses are due by February 27, 2026. The anticipated timeline includes a release date for inquiries on February 11, 2026.
