Background
The Town of Yorktown, located in Westchester County, aims to maximize energy cost savings, reduce electricity rate increase risks, lower greenhouse gas emissions, and set a positive example for residents by installing photovoltaic solar systems on municipal building rooftops.

The Town seeks proposals from solar energy developers for installations at five specific sites: the Albert A. Capellini Community and Cultural Center, the Yorktown Heights Water Pollution Control Plant, the Yorktown Police Department and Justice Court Buildings, the Yorktown Highway Department, and the Yorktown Town Hall. Each site will be treated as an independent project with separate proposals required for each.

Work Details
The selected Respondent will be responsible for a turnkey installation of rooftop solar systems at the specified sites. This includes design, engineering, permitting, installation (including managing deliveries and site staging), testing, operation, maintenance, repair, and management of procurement of solar photovoltaic equipment and related services.

The Respondent must ensure compliance with OSHA and applicable building codes. Minimum warranties required are 25 years for solar panels, 20 years for inverters and electronic equipment, 5 years for general workmanship, and 10 years against leaks from roof penetrations. A cloud-based software system for data downloads in spreadsheet format is also required. The roofs must be surveyed to ensure they are suitable for installations with a remaining lifespan of approximately 30 years.

Period of Performance
The contract period will commence upon award and is expected to continue until all installations are completed satisfactorily. Specific timelines will be outlined in individual proposals but must adhere to the overall project schedule established by the Town.

Place of Performance
The work will be performed at various locations within the Town of Yorktown: 1974 Commerce Street (Capellini Center), 2200 Greenwood Street (Sewage Plant), 2281 Crompond Road (Police/Court Buildings), 281 Underhill Avenue (Highway Building), and 363 Underhill Avenue (Town Hall).

Bidder Requirements
Respondents must provide evidence of appropriate insurance coverage including Commercial General Liability with specific limits and endorsements naming the Town as an additional insured. They must also comply with local labor laws including prevailing wage requirements unless exempted by state authorities.

All subcontractors must be listed in proposals with their Experience Modification Rate (EMR) and OSHA ratings included.
