Background
Tompkins Consolidated Area Transit, Inc. (TCAT) is seeking proposals from qualified firms to provide employee benefits brokerage and consulting services. The goal of this RFP is to establish a partnership with a broker that will assist TCAT in the design, administration, compliance, and cost-effective management of its employee benefit offerings. Work Details
The selected broker will provide comprehensive services including:
1. **Analysis and Reporting:** Review current benefits, identify cost-saving strategies, conduct utilization reviews, benchmark against similar agencies, and keep TCAT informed of emerging trends.
2. **Communication and Problem Solving:** Monitor carrier performance, act as a liaison for issue resolution, assist with employee education on benefits programs, and help resolve disputes with carriers.
3. **Compliance:** Ensure adherence to state and federal laws, assist with audits, and maintain accurate records.
4. **Strategy and Renewal:** Develop long-term strategies for benefits programs, assist in the bidding process for renewals, analyze proposals for cost-saving measures, and support open enrollment coordination.
5. **Other Services:** Provide an employee benefit portal for communication and enhance wellness programs.
Period of Performance
The initial contract term is three (3) years with the option for two (2) one-year renewals at TCAT's discretion.
Place of Performance
Services will be performed primarily at TCAT's facility located at 737 Willow Avenue, Ithaca, NY.
Bidder Requirements
Proposers must comply with New York State laws regarding restricted contact periods during the procurement process. They must also submit a signed Non-Collusion Affidavit as part of their proposal. Proposers are encouraged to demonstrate experience with public sector or transit systems.
