Request for Proposal Pharmacy Benefit Management Services to the Self-Insured EMHP For the Employer Group Waiver Prescription Drug Plan with Wrap ( EGWP )l - Template

Background
The County of Suffolk is seeking proposals from qualified companies to provide Pharmacy Benefit Management (PBM) services for the Employer Group Waiver Prescription Drug Plan (EGWP Plan) with Wrap for the self-insured Employee Medical Health Plan (EMHP).

The goal is to implement a transparent pricing model that aligns with the needs of the County's health plan and its members. This initiative is part of Suffolk County's efforts to manage healthcare costs effectively while ensuring quality service delivery to its employees.

Work Details
The selected contractor will provide comprehensive PBM services, which include but are not limited to: managing prescription drug benefits, ensuring compliance with applicable laws and regulations, providing a transparent pricing model, and facilitating communication between the County and its employees regarding prescription drug coverage.

Proposals must detail the pricing structure, service methodologies, and any additional services offered that align with the requirements outlined in Sections IV and V of the RFP.

Period of Performance
The contract is expected to commence on January 1, 2027, following a proposal evaluation process that includes submission deadlines for intent to propose by February 2, 2026, technical questions by February 9, 2026, and final proposals due by March 12, 2026.

Place of Performance
Services will be performed primarily within Suffolk County, New York. The contractor must be able to support the self-insured EMHP operations effectively from their designated service locations.

Bidder Requirements
Only principal PBMs may submit proposals; brokers are not permitted. Proposers must demonstrate their qualifications through detailed responses regarding their company history, financial viability, experience in managing similar plans, and compliance with local laws.

Additionally, bidders must complete required compliance forms as specified in Appendix B of the RFP.
