Request for Proposal: Learning Management System (LMS)

Public Health Solutions (PHS) is seeking proposals for the provision of a modern, scalable Learning Management System (LMS) that will deliver interactive, engaging, and customizable training solutions. This LMS will be used to train community-based nonprofit organizations and healthcare professionals, serving as the foundation for all training and learning activities under the WholeYouNYC-SCN program. The goal is to ensure consistent and effective education for staff, partners, and stakeholders, thereby strengthening the capacity of PHS's partners to deliver impactful services. The request is being issued by Public Health Solutions (PHS), which was selected in 2024 by the State of New York as the Social Care Network (SCN) lead entity for Brooklyn, Queens, and Manhattan. This work is part of PHS's WholeYouNYC initiative, which has developed a comprehensive network of community partners. The SCN program, administered under WholeYouNYC, is designed to screen, navigate, and deliver social care services to eligible Medicaid members, addressing their health-related social needs (HRSN) as defined by the New York State Department of Health, Office of Health Insurance Programs' RFA #20417, "New York Health Equity Reform: Social Care Networks." The contract requires the selected vendor to provide an LMS that is both innovative and customizable, capable of supporting the evolving needs of community-based organizations and healthcare professionals. The system must facilitate interactive and engaging training experiences, and be adaptable to the unique requirements of PHS's WholeYouNYC-SCN program.
