Renovations + Reconstruction - 5 Tremont Avenue, Binghamton, NY 13903

Background
The Broome County Land Bank Corporation is issuing a solicitation for renovations and reconstruction at 5 Tremont Avenue, Binghamton, NY 13903. The project aims to improve a 2-story residence through various construction activities, enhancing both its exterior and interior. The goal is to revitalize the property while adhering to the standards set forth by the Broome County Land Bank.

Work Details
The project consists of a single prime contract for a General Contractor to perform the following work: site work, selective demolition, exterior and interior improvements, new front porch and mudroom additions, as well as mechanical, electrical, and plumbing system upgrades. Specific tasks include:

- Exterior improvements: roofing, gutters, downspouts, window replacement, door replacement, installation of exterior vinyl siding and accessories, construction of a new/replacement wood framed front porch (including roofing, railings, decking, and stairs), addition of a new mudroom, new driveway installation, relocation of an existing exterior shed, and installation of new wood fencing.

- Interior improvements: First Floor renovations including Mudroom/Utility/Bathroom Addition, Living Room, Dining Room, Kitchen renovations; Second Floor renovations including Hall renovation, Bathroom renovation, two bedrooms & closets renovation and new Attic insulation.

- Interior finishes: installation of cabinets, countertops, casework; LVT flooring; tile walls/flooring; refinishing hardwood flooring; refinishing stairs and railing; installation of new baseboard trim and window/door trim; patching and repairing all walls; installation of new ceiling substrates; finish painting throughout.

- Upgrades to HVAC systems as well as Electrical and Plumbing systems are also included.

Period of Performance
The contract is expected to be performed within a one-time contract term with no specified duration provided in the solicitation.

Bidders are encouraged to register for a pre-bid conference. The Broome County Land Bank Corporation reserves the right to reject any bids. There are no specific set-aside certifications required for this project. However, Section 3 Residents, Section 3 Businesses, Minority Business Enterprises (M/WBE), Women Business Enterprises (WBE), Small Business Enterprises (SBE), Service-Disabled Veteran Owned Businesses (SDVOSB), and Labor Surplus Area Firms are encouraged to submit proposals.
