Background
The New York City Department of Environmental Protection (DEP) is issuing this Request for Proposals (RFP) for the reconstruction of the Main Sewage Pump System, rehabilitation of the Final Settling and Aeration Tank Systems, and replacement of process air blowers at the Owls Head Wastewater Resource Recovery Facility (WRRF).
The facility, originally constructed in 1952, serves Western Brooklyn and is critical for wastewater management. The goal of this contract is to replace or repair assets that have reached the end of their useful life to ensure continued effective operation.
Work Details
The contractor will provide construction management services for the following tasks:
1. Line existing 96-in. Force Main with carbon fiber reinforced plastic (CFRP);
2. Replace the 84-in. discharge header and 66-in. risers;
3. Replace five (5) 60 MGD Main Sewage Pumps (MSP), including shafts, bearings, base, elbows, supports, and appurtenances;
4. Install five (5) medium voltage Variable Frequency Drives (VFDs) and a new VFD Room;
5. Replace four (4) primary side climber screens with multi-rake screens;
6. Replace four (4) secondary side climber screens with multi-rake screens;
7. Replace forebay, screening influent, screening effluent, and primary settling tank splitter box slide gates;
8. Install dry well flood recovery pump;
9. Replace Venturi Meter;
10. Relocate channel air blowers;
11. Replace floor and wall tile in dry well;
12. Upgrade HVAC and lighting in screening building and pump powerhouse;
13. Repair architectural/structural elements in screening building;
14. Install solar panels on pump powerhouse roof;
15. Relocate instruments on screening building walls;
16. Restore architectural finishes in pump powerhouse from temporary pumping;
17. Upgrade HVAC for switchgear room;
18. Replace roof drain caps where finish roof material is replaced;
19. Eliminate fall hazard for skylights in pump powerhouse;
20. Replace existing break tank and provide additional break tank for seal/service water system with redundant pumps; and
21. Install one non-contact and one pressure style level indicator in wet well.
Period of Performance
The anticipated start date for construction is July 1, 2026, with an estimated duration of approximately six years until completion.
Place of Performance
6700 Shore Road, Brooklyn, New York at the Owls Head Wastewater Resource Recovery Facility.
Bidder Requirements
Proposers must self-perform at least 51% of the work under this contract. Key personnel must possess valid New York State professional engineering licenses where required.
Proposers must include a Certificate of Authorization to provide Professional Engineering Services in New York State within their proposal.
