Background
The City of Niagara Falls, in coordination with USA Niagara Development Corporation, is seeking qualified firms to submit proposals for the adaptive reuse and tenancy of the remaining square footage of the Rainbow Centre, formerly the Rainbow Centre Mall.
The Centre is located in downtown Niagara Falls, NY, near Niagara Falls State Park and on the National Register of Historic Places. Despite a high volume of visitors during peak tourism seasons, there is a lack of year-round visitation demand generators affecting commercial activity and employment in the hospitality sector. The City aims to increase year-round commerce and job opportunities through this initiative.
Work Details
Proposers are tasked with providing adaptive reuse and tenancy solutions for approximately 200,000 square feet of space within the Rainbow Centre. This includes developing commercial, entertainment, cultural, and retail uses that promote economic growth and recreational activities.
Proposals should incorporate features that enhance street-level activity, pedestrian access, and smaller scale street-facing retail to counteract the 'superblock' effect of the existing structure. Proposers are encouraged to review previous conceptual plans developed by Marvel Architects and the Urban Land Institute (ULI) while also being free to propose alternative designs that meet development objectives. The project may also integrate existing parking structures into their proposals.

The contract term is set for 5 years from the date of award.
