Purchase of New York Tier 1 Eligible Renewable Energy Certificates

Work Requested:
NYSERDA is seeking to procure approximately 5.6 million Tier 1 eligible Renewable Energy Certificates (RECs) annually. These RECs must be sourced from Bid Facilities that meet the eligibility requirements outlined in this Request for Proposals (RFP or RESRFP26-1). The successful bidders will provide these certificates in accordance with the specifications and standards set forth by NYSERDA.

Requesting Entity:
This solicitation is issued by the New York State Energy Research and Development Authority (NYSERDA), as directed by the Public Service Commission.

Background:
NYSERDA has been directed by the Public Service Commission to issue annual Renewable Energy Standard (RES) RFPs. This initiative supports New York State's ongoing commitment to increasing the procurement of renewable energy and supporting the state's clean energy goals.

Contract Requirements:

• The procurement process will follow a two-step approach:
• Step One Eligibility Application: Proposers must submit evidence that their Bid Facility is Tier 1 eligible and provide general information about both the Proposer and the Bid Facility.
• Step Two Bid Proposal: Only those Proposers found eligible in Step One will be invited to submit a competitive Bid Proposal. This step is conducted in two phases:
  • NYSERDA will review each Bid Proposal to ensure that both the Bid Facility and the Proposer meet the Minimum Threshold Requirements.
  • Proposals meeting these requirements will then be evaluated competitively based on both price and non-price factors.
• Only proposals that pass all Minimum Threshold Requirements in Step Two will be considered for evaluation.
