The City of Peekskill is a vibrant Historic Hudson River City located 40 miles north of
NYC and a one-hour train ride from Midtown and functions as the central city of
northern Westchester County. With diverse residents, a creative economy, rich history,

work. Peekskill is an artistic hub and its waterfront and downtown districts are the core
of popular and growing destinations for Peekskill residents and visitors. Peekskill is a
compact 4.5 square mile City with 25,000 plus residents and a strong and proactive
community of governmental, social, cultural, business and service operations and
quality of life initiatives. With the exceptional views of the Hudson River, the waterfront
district lies within the Hudson Highlands Scenic Area of Statewide Significance.

Background
The City of Peekskill is a vibrant Historic Hudson River City located 40 miles north of NYC. It serves as the central city of northern Westchester County and has a diverse population, a creative economy, rich history, and scenic natural environment. These factors make it an attractive place to live and work. The waterfront and downtown districts are key destinations for residents and visitors. The City is seeking proposals from qualified consultants to develop a conceptual Public Realm Plan for the Waterfront, particularly around the train station and commuter parking lots slated for redevelopment.

Work Details
The consultant will provide urban design professional services to develop a conceptual Public Realm Plan for the Waterfront. This includes:
1. Participation in at least two on-site community outreach sessions to engage with the public and present the conceptual vision.
2. Development of conceptual streetscape plans for specific waterfront streets including South Water Street, Railroad Avenue, Requa Street (from South Street to Railroad Avenue), Hudson Avenue (from South Street to Metro-North Railroad), Central Avenue (from South Water Street to just east of Route 9 overpass), and North Water Street (from Central Avenue to Main Street). Up to one alternative design may be requested.
3. Creation of up to three conceptual design options for the Railroad Plaza section adjacent to the Metro-North station along Railroad Avenue.
4. Development of perspective views and sketches illustrating proposed designs for streetscape and public plaza improvements that support community outreach and marketing goals.

Period of Performance
The contract term is expected to last 2-3 months, with project completion anticipated by September 2025.

The contract will be performed in Peekskill, NY.

Bidder Requirements
There are no specific set-aside certifications required for this contract. However, selected consultants must provide worker’s compensation and liability insurance listing the City of Peekskill as an 'additional insured'. Proposals must include company information, project experience profiles, project approach narratives, itemized pricing not exceeding $20,000 for specified tasks, and disclosure statements regarding existing contracts with the City.
