REQUEST FOR PROPOSALS (RFP)
Professional Land Surveying Services Three-Year Contract
Issued by: Essex County Land Bank Proposal Due Date: Friday March 28, 2025 1. INTRODUCTION
The Essex County Land Bank (ECLB) is soliciting proposals from qualified, insured land surveying firms to provide professional surveying services for scattered-site properties located throughout Essex County, New York. The selected contractor will enter into a three-year professional services contract and will be responsible for conducting boundary surveys, preparing certified plats, and providing associated services to support property redevelopment efforts.
The Essex County Land Bank encourages proposals from Minority and Women-Owned Business Enterprises (MWBE), Service-Disabled Veteran-Owned Businesses (SDVOB), and Section 3 firms in alignment with our commitment to equitable economic development.
2. SCOPE OF SERVICES
The selected contractor will be expected to provide professional surveying services, including but not limited to:
- Boundary Surveys: Conduct field surveys to establish and confirm property boundaries.
- Topographic Surveys: Capture terrain and elevation data where necessary.
- Plat and Legal Descriptions: Prepare certified survey plans and legal property descriptions in compliance with NYS requirements.
- Stakeout & Marking: Mark property lines and key site features as requested.
- Coordination with Local Jurisdictions: Work with town and county officials to ensure compliance with local zoning and land-use regulations.
- Deliverables: Provide digital and hard copies of all survey data, plats, and reports.
All work must adhere to New York State surveying standards, local municipal codes, and industry best practices.
3. PROPERTIES TO BE SURVEYED
The following properties will require surveying services under this contract:
- 108 Montcalm St., Ticonderoga
- 103 Montcalm St., Ticonderoga
- 741 Stowersville Rd., Lewis
- 29 Myers St., Ticonderoga
- 8 John St., Ticonderoga
- 175 The Portage, Ticonderoga
- 60 The Portage, Ticonderoga
- 34 Brandy Brook Lane, North Elba
- 13127 NYS Rt 9, Jay
- 65 Curtis Way, Bloomingdale
Additionally, the Essex County Land Bank may add up to 20 additional properties as needed during the contract term.
4. QUALIFICATIONS & REQUIREMENTS
Interested firms must meet the following requirements:
- Licensed and insured to perform surveying services in New York State.
- Experience in scattered-site land surveys for redevelopment, housing, or municipal projects.
- Knowledge of Essex County zoning regulations and land-use policies.
- Demonstrated capacity to complete work within designated timeframes.
- Willingness to comply with MWBE, SDVOB, and Section 3 participation goals.
5. PROPOSAL SUBMISSION REQUIREMENTS
Interested firms must submit a proposal including the following:
A. Cover Letter
- Firm's name, address, point of contact, email, and phone number.
- A brief statement of interest and commitment to project timelines.
B. Firm Qualifications & Experience
- Summary of experience in land surveying services, particularly for municipal or redevelopment projects.
- Relevant project examples with client references.
C. Project Approach & Timeline
- Proposed methodology for surveying scattered-site properties.
- Expected timeline for completion of services.
D. Cost Proposal
- Detailed fee schedule, including per-site or lump sum pricing.
- Breakdown of additional costs (travel, document preparation, etc.).
E. Proof of Insurance & Licensing
- Copies of applicable professional licenses.
- Proof of general liability and professional liability insurance.
F. MWBE/SDVOB/Section 3 Status (if applicable)
- Certification documents for MWBE, SDVOB, or Section 3 eligibility.

- The award of the contract is contingent on funding availability and executive approval.
